Yes. Removed pages can be restored before saving. The original PDF is not changed; the download is a new organized copy.

Reorder and adjust pages
Organize PDF changes the page order and supports page rotation and removal in the same workspace. At least one page must remain. Page previews may show only the first 48 pages in large documents, but later pages remain available to the controls.
Processing and limits
Processing stays in your browser. PDFs can be up to 100 MB and 2,000 pages. Previewing and rearranging large documents can require considerable browser memory.
